OpSpecs provide an effective method for establishing safety standards that address a wide range of variables. OpSpecs can be adapted to a specific certificate holder or operator’s class and size of aircraft and type and kinds of operations. OpSpecs can be tailored to suit an individual certificate holder or operator’s needs. Only those authorizations, limitations, standards, and procedures that are applicable to a certificate holder or operator need to be included

4 Legal Basis Title 49 USC requires each air carrier certificate to include the terms, conditions, and limitations reasonably necessary to ensure safety in air transportation

5 Regulations FAR 119 119.5(f) A person conducting operations under more than one paragraph of §§119.21, , or shall conduct those operations in compliance with- (2) The appropriate authorizations, limitations, and procedures specified in the operations specifications for each kind of operation

6 Regulations FAR 119 119.7(a) Each certificate holder's operations specifications must contain— (1) The authorizations, limitations, and certain procedures under which each kind of operation, if applicable, is to be conducted; and (2) Certain other procedures under which each class and size of aircraft is to be operated

8 Regulations FAR 135 (a) No certificate holder may use a pilot, nor may any person serve as a pilot, unless, since the beginning of the 12th calendar month before that service, that pilot has passed a written or oral test, given by the Administrator or an authorized check pilot, on that pilot's knowledge in the following areas— (1) The appropriate provisions of parts 61, 91, and 135 of this chapter and the operations specifications and the manual of the certificate holder; Know that the FAA can’t really fail you on the 61,91. Five Parts A B C D E Some paragraphs contain information only. There are more than 4 parts, however because of our size we only have 4 sections/ parts There are some ops specs paragraphs that are more for information only.

12 Part A – General Authorizations
Includes the issuance and applicability, definitions, authorizations and limitations summary, exemptions and deviations, flight training equipment and training location authorizations, and personnel listings General information Really is the meat and potatoes of the ops specs Is a one stop shop of what you can and can’t do

13 Part B – Enroute Authorizations
Includes IFR/VFR authorization, types of RNAV navigation, RVSM, and areas of operation. Where you can operate

14 Part C – Terminal Instrument Authorizations
Includes instrument approaches, take off and landing minima, IFR/VFR authorization, types of RNAV navigation, RVSM, and areas of operation. Only get Part C if you are IFR

15 Part D – Maintenance Authorizations
Includes aircraft listing by N#, MEL authorization and maintenance inspection program. Not a whole lot here for the pilot, biggest thing is our approval to use an MEL and what’s in it. Only part where Ops Specs lists aircraft by N#’s other than D

Includes multiengine aircraft weight and balance control procedures (36 month weighing requirement of FAR ).

Not sure what method of madness they use but the paragraphs are separated by Alpha = Numeric A002: Definitions and Abbreviations : Highly encourage you to read A002 when you have insomnia A003: Aircraft Authorization: Defines types of aircraft and what kind of weather or day/night the aircraft are allowed to fly A004: Summary of Special Authorizations and Limitations: If there was a part I would identify as the most important paragraph Lists what you are authorized to do (Paragraph A) Lists by title on the left and paragraph on the right side. A005: A008: There are 7 elements of operational control.. This will blow away your inspector if you know this for the checkride. Exclusive use : meaning he has to own or it states in the lease that it’s exclusively used by Westwind Example: Crash aircraft owned by Darby… had a number of aircraft with DBA’s. However, these owners were piggy backing on the certiicate holders cert. and chartering aircraft everywhere, and the DO had no idea what had happened, or what was happening on any of the aircraft, so A008 was drafted as a result. #5. There is no such things as a wet lease. Aircraft leased dry no pilots etc… A009:
