TRANSPORT Air, Sea, Rail, River and Road (Bus/Coach, Taxi, HGV) Attacks on public transport continue worldwide and are appealing to terrorists as they offer a high expectation of success and are often difficult to protect. A prime objective of International Terrorists is to cause mass casualties. The UK and major urban centres remain a target; venues may include public sector transport, crowded trains and interchange stations, international departure and arrival venues, the underground and buses. Self organised groups and lone actors represent a growing risk in the UK threat picture. They are likely to be difficult to detect as they conduct their activity in isolation, sometimes picking their targets just prior to attack. 3 OFFICIAL
