2 2 E.O. 420 Promulgates: A UNIFIED MULTIPURPOSE I.D. SYSTEM to: 1. reduce costs in maintaining redundant ID systems and databases in government 2. provide greater convenience to citizens 3. facilitate transactions with government and private business 4. Enhance the integrity and reliability of government- issued ID cards and prevent fraudulent transactions due to false names and identities

3 3 P arameters 1. Congress will pass a law to establish a National I.D. System 2. E.O. No. 420 is an exercise of the President’s executive power to streamline and unify ID systems in government through a harmonized numbering system (HNS) 3. Under the Local Government Code, barangays can compel all barangay residents within their jurisdiction to register 4. Barangay residents have the option to apply for an ID card 5. A unique reference number (URN) will be assigned to each agency program member or registered barangay resident

4 4 PHASE 1 Day 1 – 180 PHASE 2 Day 181 - PHASE 3 Day 1 National ID Law Becomes Effective Full implementation of National ID System - All citizens will be covered - Children, upon regis- tration of birth will automatically have an ID number Barangays register residents using COMELEC data capture equipment 1. Laying the groundwork (infrastructure & systems development) 2.Data capture and encoding 6 card issuing agencies adopt HNS generated by NSO Application for ID card, with URN, purely voluntary; parents may also opt to register their children below 16 Track 1 Track 2 P hased Implementation Plan

5 5 C apture of Information and Biometrics Member goes to the Participating Agency to fill up/submit the UID Reg Form Track 1: Through a Participating Agency Agency submits Reg Data + biometrics + digital photo to NSO Reg Data is encoded; Biometrics and photo taken

6 6 C apture of Information and Biometrics Citizen fills up UID Reg Form and submits to the Barangay Center Track 2: Through the LGU Reg Data is encoded* Reg Data File is submitted to the designated Biometrics Capture Station *Encoding can be done at the barangay or municipal/city hall.

7 7 C apture of Information and Biometrics Citizen goes to the Biometrics Capture Station* to have his biometrics & photo taken Bio Cap Station attaches biometric data and photo to Reg Data Bio Cap Station submits Reg Data + biometrics + digital photo to NSO Track 2: Through the LGU (cont’d.) *Biometrics Capture Station can be mobile.

8 8 E nrolment into the URN Database Validate Data: 1.Biometrics OK? 2.Birth Cert OK? Generate Exception List Generate the URN Enroll the URN + Reg Data + Biometrics + Photo URN Database No Reg Data + Biometrics + Digital Photo

9 9 C ard Production and Issuance NSO forwards the file of enrollees with URN and the Exception List to the Agency Agency generates the Card Track 1: Participating Agency Agency releases Card to the member

10 10 NSO forwards the file of enrollees with URN and the Exception List to the LGU LGU prints “URN Slips” containing the URN, the name and selected Reg Data LGU distributes the “URN Slips” to the citizenry thru the barangay Track 2: LGU C ard Production and Issuance

11 11 Citizen goes to a Card Issuing Center and presents the “URN Slip” Card Issuing Center releases Card to the citizen if his actual/live biometrics match those in the Card Card is generated Track 2: LGU (cont’d.) C ard Production and Issuance

12 12 Citizen interested in having a Card* goes to a Card Issuing Center and presents the “URN Slip” Card Issuing Center releases Card to the citizen if his actual/live biometrics match those in the Card Card is generated Track 2: LGU (cont’d.) C ard Production and Issuance

13 13 C ard Production and Issuance Citizen pays for the Card if cost is not shouldered by the LGU.

14 14 D ata Capture Form to Contain: Personal Data  Name  Home Address  Sex  Date of Birth  Place of Birth  Marital Status  Name of Father  Name of Mother  Height  Weight  Any prominent distinguishing features like moles  Tax identification no. (TIN) Biometrics Data  Picture  Two index fingers and two thumb marks  Signature  Unique Reference No. (To be provided by NSO) (Note: Guidelines and data capture forms issued on effectivity of EO 420)

16 16 R oles and Responsibilities NSOSSS  Issue guidelines/data capture forms and ID card format  Set up and maintain back office operations  Validate Birth records  Issue URN  Provide data matching operations for biometrics validation on a time-sharing arrangement

17 17 R oles and Responsibilities DILGCOMELEC  Mobilize barangays for barangay registration of residents using NSO prescribed data capture forms  Lend support to agencies and in the registration of barangay residents through the deployment of biometrics data capture equipment

18 18 N ext Steps 1. Publish EO in 2 newspapers of general circulation 2. Issue guidelines implementing EO 420 prescribing the use of a unique reference number (URN) to be provided by NSO, and the procedures for filling up and submission to NSO of completed agency and barangay data capture forms
