3 Reduction in revenue support grant of £3.65m. Continuing cost pressures include: oEffects of the £3.6m reduction in revenue grant. oFurther 2% Efficiency Savings to be found. oContinuing significant rising costs as a consequence of an increasingly elderly population, looked after children and homelessness in particular. oGeneral price changes particularly in pay awards, energy, rates (following revaluation) and Landfill Tax. oReduction in income, eg. planning fees due to the deteriorating economic climate. oReduction in Council Tax income due to the slowing down in house building. Shortfall of £10m. FINANCIAL CONTEXT

4 PROJECT AIM Aim The project is designed to develop a robust commissioning framework for children’s services in Falkirk. The partnership approach to this work will ensure that staff within the third sector and public sector will have the knowledge skills and capacity to participate as full members in the commissioning process. Objective 1: By April 2011 we will have developed a cohort of advocates and raised awareness of the concept of commissioning across the public sector and third sector. Cohort of trained commissioning advocates established Events/Joint Workshops held on the concept of commissioning Communication/Engagement Strategy approved and implemented Objective 2: By April 2011 we will have produced a commissioning framework in relation to children’s services for the public sector and third sector in Falkirk. This framework will provide guidance on the process of commissioning and will include toolkits, principles and best practice. Commissioning Framework Document developed Web based commissioning framework developed Disseminated commissioning framework Objective 3: By April 2011 we will have used appropriate commissioning opportunities to incorporate PSP commissioning approach to draw together lessons learnt. Develop Prototype Approach – case studies Understand the existing sector (3rd & public) Demonstrate a commitment to Best Value & Costing Savings Objective 4: The project will be appropriately managed throughout its lifetime. 7 PSP in practice Example – Foster Care provision Stage 1 - series of meetings – explain process, specify service, how to operate, prep for starting pilot (Feb to Sept 10) Stage 2 – run pilot arrangements for 12 months, review quarterly, adapt as required (Oct 10 to Oct 11) Stage 3 – carry out tender access with fully prepared 3 rd Sector (Nov to Dec 11)
