Stakeholder Groups: 5 Key Questions and Some thoughts Abdul Shakoor Sindhu ISDR Asia Partnership (IAP), Bangkok, 2-4 December, 2014

How do the Asian stakeholder groups (SHGs) see themselves implementing the Post 2015 framework? a. broadening the partners/partnerships b. connect with the governments and IGO s with implementation support (provide technical expertise, capacity development support, programme development and implementation advice, provide methodologies etc.) c. By being a 'Resource' to the national and local implementation, review and monitor d. There need to be an acceptable mechanism (preferably a formal mechanism) for SHG s to connect with the national govts and IGO s - IAP can deliberate on the nature and form of such a mechanism. A possible suggestion in this regard can be the mechanism of National Platforms for DRR - the multi stakeholder mechanism which HFA introduced, and re-iterated in HFA2

How to make the SHGs sustainable? SHG s need to carve a specific role in the implementation and monitor, be a resource to guide and support the implementation (not policing) - keeping in mind main implementer is the govt. Resource mobilization to enable the engagement of the SHG s is vital - this is connected to their envisaged role in post -2015 - need further discussion

What kind of structure (formal or informal) would be required to make the SHGs more sustainable? The main challenges of sustainability are: SHG s have very small number of organisations, SHG representation of the issues can be questioned by those organisations who are not part of the SHG s? Formal structure could be rigid and detrimental? Broadening the scope need consideration

How the SHGs will ensure that the commitments are followed up and actions are taken? (Accountability issues, need for monitoring, reporting vs. self assessment etc) IAP can be the forum for accountability, self assessment, and reporting

What would be the linkage with the commitments to be made at the 3 WCDRR. Commitments made at the WCDRR are those towards the HFA2 implementation actions. Linkage I think is mainly in the SHG role in the continuous commitment to the issue as reflected in HFA2, in their role in implementation
