Promote growth & secure peace How can a conflict analysis help

The context of this exercise progress on many levels, but fragile transition with potentially destabilising factors lack of inclusive growth might not be a core cause of conflict, but: - weak & non pro-poor ec. policies/programmes - real or perceived lack of progress in accessing ec. opportunities (women, rural youth) - perception of corruption & mismanagement of resources, among others can contribute to violence in the short term, & undermine long term reforms & recovery

This exercise CCA/growth: -Identifies key problems related to growth & economic dev. -analyses their immediate & structural causes -suggests the action needed to address them -assesses the capacities & comparative advantages of the UN in this area informs short/medium & long-term action to be included in the UNDAF

Integrating a conflict lens Look at the identified problems thinking: how has the issue (e.g. lack of growth, etc.) contributed to creating the conditions for conflict or to undermining peace consolidation? also look at: how has conflict impacted on the issue? (e.g. impact of insecurity)

Causal analysis with a conflict lens Example: employment Structural cause Immediate cause Problem High unemployment contributing to unrest; women & youth v. vulnerable Lack of job opp. for uneducated rural youth & women (marginalisation) Weak growth Poor ec. policies Blockages to accessing jobs Discriminatory practices

Ask the question What action will contribute to stimulate growth, improve ec. policies, address discriminatory practices, thus: creating jobs for the marginalised contributing to stabilise the situation & to longer term peace consolidation & development?

Analysis of responses Are the current responses addressing the immediate & structural causes of the problem? Are they informed by an understanding of how the problem might have contributed to conflict & are they addressing those linkages (e.g. conflict sensitivity)? Are there major gaps in the responses?

Final picture You have identified key issues You have identified, analysed, ranked their causes You have identified actions, on-going responses & gaps in the way the issues are being addressed You finish by identifying what are the UN comparative advantages to take action and what capacities are needed
