3. Applying the Pieces Background The Act has always allowed service delivery to youths with disabilities. For statistical purposes, RSA defines the transition population as between the ages of 14-24 Congress is currently debating reauthorization of the WIA, including the Act, and there is increased focus on transition. If transition receives greater emphasis in the Act, this increased attention may require action on the part of VR agencies. How does the SRC fit in? 3
