3 Resolutions of DGs Maastricht, November 2004 Welcome the development of an annual programme of work for benchmarking activities which includes the introduction of a new method for initiating learning labs as agreed during the Dutch Presidency. Recognise the efforts of Italy in advancing the Learning Lab on Public Procurement Request an appraisal of the Learning Lab on Public Procurement by end 2004

4 Terms of reference for the Learning Labs MISSION (Rhodes Resolutions of Ministers/DG) a)addressing specific issues b)comparing practices c)developing performance indicators to evaluate public policies/public services Mid-Term Program approved by the Ministers in Rome on December 1st 2003 By 2004: the progress of the learning labs on road safety and public procurement must be appraised; the viability of new initiatives in this field area must be appraised; an annual programme of work to be implemented during 2005 must be drawn up.

5 IPSG Meeting September & November 2004 During the PP Lab meeting in December a proposal for the evaluation of the EU Lab on Public Procurement will be discussed and will be presented the final Report that focus all results of the EU Lab. Recognition that Learning Labs are useful and the IPSG role is to launch initiatives and to report on progress The subject of learning labs must be close to the core business of the EPAN network. The Dutch presidency will generate a proposal for a method of appraisal of new learning labs

6 Method of appraisal of new learning labs: the IPSG Proposal New Learning Labs will be launched under the following conditions: 1.It must be a closely defined business case (time schedule, starting and finishing date; objectives and results ) 1.It must be a closely defined business case (time schedule, starting and finishing date; objectives and results expected) 2.Subject must be connected closely to the EPAN policy field 3.The IPSG will report on progress to the DG troika only in case of delay in comparison to the time schedule in the business case 4.The learning lab has to be explained in a paper that will be published on the EUPAN website before the learning lab starts 5.The IPSG will approve the draft business case. Also the IPSG will comment the draft end result before it is send to the DG’s.
