6. How, if to proceed? The TC100 should proceed with a Technical Report (TR). Generally, the IEC TC100 members differ as to the content of the TR. The Project Team should discuss the content of a TR. The range of topics include functional requirements, designs (methods of measurement), explain the basics-variations- options, and develop / publish techniques to self declare product functions for usability.  Preliminary perspective

7. What would the TR contain? Most respondents agree that the TR could provide useful points to consider the for product design, while some emphasize the cultural differences among TC100 members which should be considered in the TR.
