EXECUTIVE SUMMARY The Department of Public Works (DPW) aims to promote Government objectives by providing and managing accommodation, land and infrastructure needs for user departments. The same role is critical in ensuring that the Criminal Justice System’s (CJS) Modernization Project achieves its objectives. The South African Police Service (SAPS) have identified Forensic Science Laboratories (FSLs) and Local Criminal Record Centres (LCRCs) as key facilities which the SAPS’ Technological Management Services (TMS) have earmarked for the CJS Modernization project. Therefore, the involvement of DPW in terms of delivery of infrastructure requirements is important and specific projects have been identified in this regard. This presentation will provide progress update of all these infrastructure related projects at FSLs and LCRCs and the action plan on projects that are still in progress. 3

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 1) Installation of RI lane at Plattekloof and Arcadia Forensic Science Laboratories Request: SAPS requested approval to execute the project at Plattekloof and Arcadia FSLs Progress Update: DPW granted approval to SAPS on 4 March 2014 to install the RI lanes. The approval was granted after the Mechanical and Electrical Engineers assessed and confirmed that SAPS can be allowed to do the installations. Action Plan None. 4

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 2) Installation of Close Circuit Television (CCTV) at 13 Police Stations Request: SAPS requested approval to execute the project. Progress Update: DPW granted approval to SAPS on 02 December 2014 to install the CCTV only at seven state owned police stations. The rest were leased police stations and approval are required from the landlords. The DPW Regional Offices are finalizing engagements with landlord which will result in addendum to existing lease contracts being effected. Action Plan DPW envisages to have addenda concluded with Landlords for the six following leased FSLs by the end of August 2015 to allow the required CCTV installations to take place; Amanzimtoti, 415 King Rest (Property Code 162628), Amanzimtoti, Nedbank Building (Property Code 314781), Pretoria, General Piet Joubert (Property Code 17), Pretoria, Sanlam Plaza (Bothongo Building-Property Code 130), Springs, Alpha Romeo Building (Property Code 124030) and Witbank, Jelicoe Place (Property Code 297466) 5

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 3) KwaZulu Natal: Provincial Head: Forensic Laboratory: Revamping of the Case Reception Area Request: SAPS requested approval to execute the project. Progress Update: The DPW Regional Offices are finalizing engagements with the Landlord which will result in addendum to existing lease contract being concluded. Action Plan The envisaged date for the finalization of an addendum with the Landlord is the end of August 2015 to allow the required project on revamping of the Case Reception Area to be carried out. 6

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 4) Gauteng: Silverton: FSL: Chemistry: Refurbishment of Tshwane Lab into Offices Request: SAPS requested DPW to register the project for execution. Progress Update: The process of determining the actual scope and costs of the project is currently being finalized by Pretoria Regional Office for execution by DPW. As soon as the scope and costs for the project is determined, the Supply Chain Management (SCM) processes will be commenced with. Action Plan Finalize the project scope by end of July 2015. Provide the Project Execution Plan (PEP) for subsequent project activities by 10 August 2015 Ensure adherence to the timeframe as per the submitted PEP. 7

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 5) Gauteng: FSL: LP Neethling Building: Room 412B: Property Code: 45265: Renovations and Installations according to specification for laboratory Request: SAPS requested DPW to register the project for execution. Progress Update: DPW declined the request by SAPS to execute the project because it is of a capital works nature. This project has to be prioritized for inclusion into the Capital Works Implementation Programme for execution by DPW. Currently, there are 191 capital works projects that are funded for execution by DPW in this financial year (2015/16) and this project is not included amongst these. Action Plan Pretoria Regional Office is finalizing scope of the project. Target date is 15 July 2015. PEP for subsequent project activities will be ready by 31 July 2015 DPW will monitor and ensure adherence to agreed to timelines. 8

INFRASTRUCTURE PROJECTS: CJS MODERNIZATION PROGRAMME 6) Limpopo: LCRC: Repair and Maintenance Programme: Upgrade and maintain of four LCRCs Request: SAPS requested DPW to incorporate the upgrading and maintenance of four LCRCs in Polokwane to the existing RAMP project (043896). These were; KwaMhlanga: Mpumalanga Secunda: Mpumalanga Giyani: Limpopo Makhado: Limpopo Progress Update: DPW discontinued RAMP projects hence the four projects could not be incorporated to the existing project. All four projects were then registered as separate projects under WCS numbers 051821 & 051828 for execution by DPW Regional Offices in Mpumalanga and Limpopo. Action Plan Project scope and cost estimate will be finalised by end July 2015 DPW will monitor and ensure adherence to agreed to deadline. 9

CONCLUSION The Department of Public Works is in communication with SAPS Facilities Management Division to determine the list of infrastructure projects on FSLs and LCRCs, other than the ones listed above, that are linked to CJS Modernization project. This process will assist in ensuring the Department makes serious improvements in planning and managing infrastructure projects linked to Criminal Justice System Modernization Programme. DPW is aware of how critical these projects are in the entire value chain of the Integrated Criminal Justice System’s value chain (i.e. starting from the reporting of a crime until it is fully dispensed of by the courts and then by DCS), and will ensure that Departmental resources are mobilized accordingly to ensure efficiency in delivering them. The Department will also leverage on services of the Joint Task Teams that have been established between DPW and user departments. 10
