I INTRODUCTION The paradigm shift Greater emphasis on preventative and promotive health The rationale envisaged for behaviourial and attitude change begins with change in lifestyle modalities. Lifestyle modalities are influenced by a diverse and often complicated range of social and cultural determinants. Hence the cardinal focus is to ensure focused and targeted programmes and interventions are developed to accelerate service delivery at grass roots levels.

PROVINCIAL RESPONSE The preventative and promotive strategies and interventions are drawn from the KZN health priorities which have been identified as a result of its prevalence of the disease profile and burden in the province. The measures, focuses and targets are drawn from the strategic health programmes themselves. This therefore serves as a catalyst to unify quality service delivery at household level. The Provincial mandate which shapes the interventions is guided by the following pillars: 1.Integration both horizontally and vertically 2.Ward based 3.Sector focused

THE ROLE OF ACSM AND STAKEHOLDER COORDINATION IN PREVENTATIVE AND PROMOTIVE HEALTH. 1.Communicate strategic health programmes to policy makers, decision makers, service providers as well communities. 2.Advocate, sensitize, and orientate health programmes and interventions through effective channels and mediums of communication. 3.Develop focused interventions that seek to change knowledge, attitude and practices at various levels. 4.Bring together community members and all stakeholders to strengthen participation for sustainability and self reliance.. 5.Promote dialogue, negotiation and consensus among stakeholders which is inclusive of decision makers, the media, NGO’s opinion leaders, policy makers, private sector etc WHAT IS THE PURPOSE? 1.To establish a participatory, integrated, multi-level program 2.To build capacity, mobilize support and achieve measurable behavioural change in our communities

Why integration? 1.Experience and evidence based data shows that an integrated approach maximizes impact. 2.It is an effective means to incorporate both political and environmental challenges. 3.Integration facilities a participatory approach which allows all sectors be it economic, sectoral, spatial, social. Institutional or fiscal strategies to support the common goal of optimal service deliverables Principles for an effective preventative and promotive health strategy 1.Involvement of all sectors at the entry level of planning 2.Establish and strengthen all arms of service delivery 3.Mobilize both human and capital resources for successful implementation of interventions. 4.Ensure sustainability 5.Build capacity at all levels 6.Monitor and evaluate outcomes and impact

CONCLUDING REMARKS History has demonstrated that the most notable winners usually encountered heartbreaking obstacles before they have triumphed. They won because they refused to become discouraged by their defeats.
