IP Misuse Report Jonathan Dahl IEEE Global Sales & Customer Operations June 23, 2011
2
Three types of misuse 1. Member misuse 2. Robotic misuse 3. Copyright misuse 12/8/20152
3
What constitutes misuse? For members… –Shared usage of membership –Excessive downloads by one member –Buying print subs at member prices for organizational use For customers… –Sharing a member’s access with other employees throughout the organization –Sharing IEEE content with other organizations –Reselling IEEE content to other organizations
4
Member misuse criteria In November 2007 TAB endorsed a “recommendation on member access to SMDLs” –Thresholds are > 100 downloads in 24 hours > 500 downloads in one month > 5 IP addresses in 24 hours > IP addresses than sessions (ie, spoofing)
5
Some Society Digital Lib subs appear questionable (2010 data) Note: MDL = Member Digital Library SDL = Society Digital Library # of MDL subscription downloads are limited # of SDL subscription downloads are unlimited 4,286 members subscribe to 3+ SDLs 1,338 members subscribe to 4+ SDLs 45 members subscribe to 10+ SDLs 12/8/20155
6
Member misuse cases 2008-2011 average = 45/month, growing slightly 12/8/20156
7
Member Subscriptions to Paid Optional Pubs (March 2011) 190 Members subscribed to 15-24 journals 455 Members subscribed to 10-14 journals 1,690 Members subscribed to 6-13 journals * does not include subscriptions bundled w/ Society Membership 12/8/20157
8
We’ve had success converting cases of misuse (since implementation 7/08) Year# of conversions Revenue 20087$57K 200912$127K 20106$284K 2011 YTD5$92K Total30$560K 12/8/20158 * $800K of IP value still being investigated

Some orgs that substituted member subs for IP packages Exxon Mobil Rockwell Tyco Schneider Electric Supelec Docomo Labs (was IEL) Woods Hole Ocean Inst AIST Japan (was IEL) Canon Lattice Semi (was IEL) Univ of Kent (was IEL) ABB Fujitsu Marvell Semi Israel Aerospace General Atomics Rafael Conexant (was IEL) Toshiba Bombardier Ericsson Telefonica 12/8/20159

2. Robotic misuse Individuals penetrate university sites, steal valid Xplore session IDs, then download from Xplore Rogue usage from “legitimate” users at our customers 12/8/201510
11
Illicit robotic activity Instances per month May 2010 - Apr 2011 12/8/201511
12
3. Copyright Misuse IEEE content is increasingly being posted illicitly on file-sharing services Three biggest are –4Shared.com –Rapidshare.com –filesonic.com Work closely with IPR group and D&W 12/8/201512

Other Efforts Educating Members: –Friendly email reminders outlining IEEE usage policies to all SDL and MDL subscribers –Monthly emails reminders to new subscribers of VuSpec and SDLs IEEE Personal Subscription Webpage: www.ieee.org/go/mypersonalsub www.ieee.org/go/mypersonalsub New Terms of Use on Xplore were released in Xplore 3.2… becoming more comprehensive in 2012 IBP release
16
Other Efforts (continued) Looking to determine “China” strategy Collaborating with peers (OPWG, ASTM) Auto-throttle (hopefully 2011) Net-Insights tracking for individual subs (hopefully 2011)
