MoST was established by CPA order 24 in 2003. MoST was formed from merging: 1. Iraqi Atomic Energy Commission (IAEC) 2. Fourteen research oriented state-owned companies or directorates from Military Industrialization Commission (MIC) A new law for the ministry was draft and is now in the Council of Ministers.

MoST is organized into seven scientific directorates: 1. Agriculture and Food Technology. 2. Water and Environmental Research and Technology. 3. Information Technology. 4. Space Technology and Communication. 5. Renewable Energy Research. 6. Material Chemistry and Physics Research. 7. Industrial Development Research and Development.

Implementation of R&D activities and Owner of R&D infrastructure Implementation of National ST Intensive Projects Support of Local Governments in STI Activities Coordinating National STI Strategy & STI Related Statistics Coordinating National Activities in Key Application Areas Highlighting and Coordination of the Role of STI in National Socio-Economic Strategies Facilitate the Creation of an Eco-System That Encourages Innovation in Different Socio-Economic Sectors Capacity Building in Key ST Areas
