4 PART-I: NATIONAL ENVIRONMENTAL INITIATIVES  National Institutional Arrangement  National Environment Policy  National Environment Law  National Conservation Strategy  Environmental Curricula has been developed for schools up to middle level

5 NATIONAL INSTITUTIONAL ARRANGEMENT  The Ministry of Environment Pakistan Environmental Protection Council –Give political support, Coordinate and supervise strategic decisions, approve policies and plans and monitor law enforcement Pakistan Environmental Protection Agency –Responsible for implementation of Env. Act, Monitoring of pollution, EIA etc. Energy Conservation Center (ENERCON) –Deals with energy conservation issues Pakistan Forest Institute –Forestry research and education Zoological Survey Department –Survey and data base on fauna of Pakistan

6 NATIONAL ENVIRONMENTAL POLICY, LAW AND STRATEGY  National Environment Policy 2005  Pakistan Environmental Protection Act- 1997  National Conservation Strategy-1992  NCS-MTR has recommended to develop the NCS-2 as the National Sustainable Development Strategy for Pakistan

7 PART-II UNFCCC IMPLEMENTATION IN PAKISTAN –Pakistan signed UNFCCC in 1992 at Rio Conference and Ratified in June 1994 –Pakistan ratified Kyoto Protocol in February 2005 –Submitted Initial National Communication to the UNFCCC in November 2003 –Pakistan prepared the Green House Gas (GHG) inventory –Identifying, prioritizing and developing GHG mitigation options are under way –A clean Development Mechanism (CDM)

8 PAKISTAN OBLEGATION TO UNFCC As Pakistan is a Non Annex-I party to the convention, therefore it is not mandatory for Pakistan to enforce all provisions of UNFCCC as a legally binding instrument. Pakistan is committed to develop and submit “national Communications” containing inventories of greenhouse gas emissions by “source” and greenhouse for removals by “sinks” Being a signatory to the convention Pakistan believes to contributes in addressing climate change and its adverse impacts, including the abatement of increases in greenhouse gas emissions, and enhancement of and removals by sinks.

9 PAKISTAN PARTICIPATION IN THE UNFCCC EVENTS Pakistan has regularly been participating in the UNFCCC events like COP meeting Pakistan is regularly contributing its share to the UNFCCC Fund Pakistan is also attending all regional meetings of the UNFCCC capacity building.

10 Capacity Building-Very limited expertise Lack of adequate Technology for mitigating the climate change affects Lack of resources available for mitigation and adaptation to climate change PROBLEMS FACED BY PAKISTAN
