Work Plan Management As emphasized by GEO community (see comments, Work Plan Symposium), any future management approach should: Maximize the likelihood of GEO achieving Strategic Targets by monitoring progress towards these Targets, enabling effective coordination and cross-fertilization of activities Remain simple and avoid creating sub-groups and/or multiple layers of coordination

Boards Terms of Reference Objectives Monitor progress towards achieving the 2015 GEOSS Strategic Targets Annually assess Strategic Targets completion progress and provide analytical review of Task performance against Targets Identify issues, gaps, and Target objectives that require additional support from the GEO community Design and conduct actions for addressing issues and gaps

Boards Terms of Reference Objectives Actively coordinate activities across Tasks within a specific part of the Work Plan (e.g. Infrastructure), while also establishing cross- cutting links to the other parts Advise on Task implementation; provide guidance on issues of technical and non-technical nature (e.g. resources; delivery on commitments of Members and Participating Organizations)

Boards Terms of Reference Approach and Functions Implementation Boards created by, act on request of, and report to, the GEO Plenary Implementation Boards provide intermediate reports to, and request guidance of Executive Committee Implementation Boards directly support monitoring and evaluation of GEOSS, in collaboration with M&E Working Group and Evaluation Teams

Boards Terms of Reference Approach and Functions Implementation Boards designate, every year on rotation basis, 1 to 2 members to serve as Chairs Implementation Boards meet at such times and places as determined by their members and work mainly through e-mail and teleconferences Coordination between Boards (at a minimum) ensured through cross-representation on Boards and dedicated meetings during Work Plan Symposium and Forum

Transition Schedule GEO Secretariat coordinate transition to new management structure between GEO-VIII Plenary and March 2012 GEO Plenary charge Executive Committee with (i) reviewing transition progress (ii) developing a process for renewing Board membership by November 2012 Committees, Communities of Practice, and Task Teams play key role in ensuring quick and smooth transition
