5 THE PURPOSE  The Strategic Management Plan refines the Shaktoolik, Alaska: Climate Change Adaptation for an At-Risk Community Climate Change Adaptation Plan. (Alaska Sea Grant Program-Terry Johnson Project Manager; Glenn Gray & Associates- Consultants) This project built on previous community oriented planning efforts and set the stage for the Shaktoolik Strategic Management Plan for 2015-2020.  Interagency Collaboration Support Structure: Develop a collaborative interagency planning work group for Shaktoolik using a model similar to that being used by the Newtok Planning Group. This working group will establish a collaborative organizational structure to focus the combined capabilities of local, regional, state, and federal agencies  Local Capacity Building: Community coordinator hired to work with project staff, representatives of the inter-agency workgroup, and the contractor. The coordinator also serves as the advocate for funding through grants and other means to implement needed evaluations and action plans.

12 OBTAINING FUNDING The community of Shaktoolik took action by initiating community wide meetings to discuss fall storm surges impacting the community in 2005. One of the first steps taken by the community was to conduct a self assessment of what the community has in place to respond to any kind of emergencies or disasters. What we found as a community is that we had very little to help guide the people in an organized manner while still having accountability of the people. Since the first community meeting the community of Shaktoolik worked with the State of Alaska’s Division of Community and Regional Affairs and secured funding to develop a “suite of emergency plans” for the community to use.

13 OTHER RELATED PROJECT COMPLETED  Shaktoolik Planning Project-Final Situation Assessment Feb 2012-The primary purpose of the Situation Assessment was to compile existing information about threats from natural hazards to Shaktoolik to assist the community in future planning.  Shaktoolik Coastal Flooding Analysis October 2011-the community, through an agreement with the Denali Commission and Kawerak, Inc., asked the US Army Corps of Engineers, Alaska District and the Coastal and Hydraulics Laboratory to perform an analysis to identify the likelihood and severity of coastal flooding in Shaktoolik.  Shaktoolik Continuity of Operation Plan Feb 2010-Senior officials for the City of Shaktoolik, the Native Village of Shaktoolik IRA Council, and the Shaktoolik Native Corporation met during planning meetings and training sessions in Feb 2009 and in January 2010 to develop a comprehensive suite of plans for emergency management.

14 OTHER RELATED PROJECTS COMPLETED  Shaktoolik Local Multi-Hazard Mitigation Plan (Oct. 2009)-includes information to assist the local governments and residents with planning to avoid potential future disaster losses. The plan provides information on natural hazards that affect Shaktoolik and descriptions of past disasters, and lists projects that may help the community prevent disaster losses.  Shaktoolik Emergency Operations Plan (Jan. 2010)-This plan is intended to meet emergency planning requirements of the City and the Native Village of Shaktoolik, the State of Alaska, and the federal government, and to meet other regulations that may affect authorities and activations, including the Alaska State Emergency Response Plan, the National Incident Management System, and the National Response Framework. This plan will help guide the efforts of the Shaktoolik community for emergency preparedness.

21 FEDERAL RESOURCES The federal government requires local governments to have a hazard mitigation plan in place to be eligible for funding opportunities through FEMA, such as through the Pre-Disaster Assistance Program and the Hazard Mitigation Grant Program. How-to-Guides-the Federal Emergency Management Agency (FEMA) has developed a series of how-to guides to assist states, communities, and tribes in enhancing their hazard mitigation planning capabilities. The first four guides mirror the four major phases of hazard mitigation planning used in the development of Shaktoolik’s Local Multi-Hazard Mitigation Plan. The last five how-to guides address special topics that arise in hazard mitigation planning such as conducting cost-benefit analysis and preparing multi-jurisdictional plans. The use of the worksheets, checklists, and tables make these guides a practical source of guidance to address all stages of the hazard mitigation planning process. 22 STATE RESOURCES Alaska Division of Homeland Security & Emergency Management (DHS&EM) is responsible for coordinating all aspects of emergency management for the State of Alaska. Public education is one of its identified main categories for mitigation efforts. DHS&EM provides training and technical assistance on all aspects of the National Flood Insurance Program (NFIP) and flood mitigation. www.ak-prepared.com
