3 3 Political Messaging  Rethink your political message Your restricted class must feel like part of the team Remind them that: “You are working with the Government Affairs Team” “We must participate in the process and try to influence it or we can simply react to it”  Make sure that your message is relevant to these tough economic times  Your PAC contributors must know where their money is going and why-- Full Disclosure

4 4 Solicitation Strategy  Messaging - Rethink your solicitation message - Is it relevant to these hard economic times?  Economy - Overhead cuts - Watch your spending! -Retention gifts - Donor appreciation -Solicitation methods (i.e. Hard mail vs. email)  Beat your Competition - Why should I contribute to the CH2M HILL Political Action Committee instead of a charity?

5 5 Retention of Current PAC Contributors  Economic hardships - Rethink political contributions  Why do we contribute to these candidates? Continue to remind your contributors of the benefits of contributing  Communications very important! - Open disclosure (i.e. PAC newsletter, end-of-year summary) - Facilitating the two-way flow of providing political education and information to employees

6 6 Bi-Partisan PAC structure  111th Congress - Democratic majority - Difficult to remain a Bi-Partisan PAC  Communication - Inform PAC contributors early in the election cycle why our contribution pattern may shift.  Support the Minority Party

7 7 New Laws--The Ethics of Political Involvement  The Honest Leadership and Open Government Act of 2007, significantly amended the laws related to the lobbying of government officials and increased the penalties for violations  Remind your employees to always act with: - Truthfulness and Honesty - Integrity - Fairness - Respect -Responsibility  All government affairs activities require the highest levels of ethical conduct - - if in doubt, don’t do it!

8 8 Administrative Changes– Training and Record Keeping  LDA Training Module to Educate your employees - What is the LDA? - Why does CH2M HILL file an LDA report?  Review current system of reporting non-reimbursable time and expenses  Overview - Gift bans and travel rules  Under the new guidelines of the Honest Leadership and Government Action (HLOGA) -Track PAC event participates - Vocus software -Registered Lobbyist track personal political contributions -Track Lobbying expenses associated with PAC event travel
