DOH should conduct a preliminary analysis to identify local communities at high risk. The Legislature should provide funding to support local communities. Support should include funding for project implementation, technical assistance, and evaluation. Support should be prioritized for innovative, culturally-connected projects led by community- based organizations that are trusted among those they serve. 14 Adverse Birth Outcomes

The Legislature should increase funding for the First Steps program in order to: Increase the number of allowable MSS units Allocate additional units for the postpartum period Enhance reimbursement for childbirth education Reinstate additional payments to address performance measures HCA should seek input from MSS providers, community groups, and maternal and infant health experts in determining the number of units and reimbursement rate. 15 Adverse Birth Outcomes

The Council should create a list of cultural competency trainings and equity impact tools. State agencies should require employees receive training and incorporate the use of equity tools in decision making. The Legislature should provide funding to increase capacity for health impact reviews. 16 Adverse Birth Outcomes
