LASUA is the onliest professional organization in LATVIA in waste management bussiness wich contein 52 companies It was founded in 1991, like interest group from utility Total amount of companies in 2007 is aprx 75 milj Euro Members is from private and from municipal sector They works in waste collection, sorting, planing etc. In 2005, by our initiation well founded sector Baltic counsil From midle of this Year we are member of FEAD.

Historical situation Untill 1996 we have more than 500 dump sites in our country. More from that was illegal From 1996 lot of west European consulting companies come to Latvia and after inspection situation supply information in environment tidy out. Untill 2006 we cloused more than 300 dump sites and at the beginn of 2007 we have 192. At the end of this year planing closed half of them. Untill 2009 we must closed all old dump sites.

Basis for planning Law on Waste Management, Chapter III, article 10 defines 3 levels of planning; The state defines the municipal waste regions

What is defined by the national waste management plan? The establishment of 11 regions Ministry of Environment elaborates the regional plans, except Riga city Plans are approved by the Government, except the plan of Riga.

Waste management goals Involvement of the inhabitants in the waste management system from 2006: 100% in cities and as minimum 75% in rural areas. Reduction of the biodegradable waste. Targets on recovery and recycling of packaging (glass, paper, plastic, wood and metal)

Separate waste collection Elements of the system: – Separate waste collection points; – Waste sorting yards – Waste sorting stations; – Composting fields; – Recycling centers (Riga); – Special sites for electronic waste, bulky waste and construction waste.

Following problems Economicaly : 1. Service rate be up 2. Transport distances from client to landfiel is grow Concomitant : 1. Starting hard work with municipalities. 2. Population educating 3. In some regions choice of the place for landfield

Conclusions After first project involved we could analyse all problems. Each region have coordinate municipal company, wich organized all works before real starting project and follow untill end of project. Same company organized all tenders for closing old dump sites in region. Problem : for closing old dump sites we have part of money from EU cohesion fund, but it’s not enough in some project, and municipality need starting in project with aprx 15-30 % from totaly expense. Problem for new projects : shortage money
