WHAT’S NEEDED IN LIGHT OF THE RECENT TERRORIST ATTACKS? The White House has Re-Emphasized the Urgency of an NS/EP Wireless Priority Service as a Result of the 11 September 2001 Terrorist Attacks The Government Wants an Immediate Capability ASAP and an Initial Operating Capability (IOC) by the End of Calendar Year 2002 (< 16 Months from Now) Very Flexible on Specifics of Solutions The NCS Desires a Voluntary Solution – But the White House Says a Mandate May be Considered if There is No Timely Industry Response NS/EP Wireless Priority Service 4

Pending Meetings with Alltel, Sprint PCS, and VoiceStream Completed Meetings with Lucent and Nortel. Ericsson Contacts Identified.
