Terminating and Repeating Decimals A Rational Number is any number that can be written as a fraction. That means it can be written as a fraction, in which both the numerator and the denominator are whole numbers.

The second set can be factor into primes of 2’s and 3’s. The factor of 3 produces the repeating decimal.
