Standards Update Rule (Based on proposal in NPRM)
Would impact 22 of the 60+ standards currently incorporated by reference (IBR)
ASTM D a would be incorporated through §192.7 for PE with the exception of Section 4.2 pertaining to rework
ASTM D (for marking only) and ASTM D (except section 4.2) would continue to be IBR for non-PE plastics
Would also add explicit paragraph in (materials) to say “Rework and/or regrind material is not allowed in plastic pipe used under this part.”

Increased Design Factor for PE (0.32 to 0.40)
