4 Stages of Rulemaking Advanced Notice of Rulemaking (ANPRM)
Very preliminary discussions, usually generic, and typically throwing out concepts for certain areas of the code Notice of Proposed Rulemaking (NPRM) Usually more detail, including specific revisions to code Final Rule Comments sought through public rulemaking process and through technical/pipeline advisory committees consisting of representatives of public, industry and regulators

Standards Update Rule (Based on proposal in NPRM) Would impact 22 of the 60+ standards currently incorporated by reference (IBR) ASTM D a would be incorporated through §192.7 for PE with the exception of Section 4.2 pertaining to rework ASTM D (for marking only) and ASTM D (except section 4.2) would continue to be IBR for non-PE plastics Would also add explicit paragraph in (materials) to say “Rework and/or regrind material is not allowed in plastic pipe used under this part.”

In Draft Incorporation of 15+ new or updated standards Category 1 only for mechanical fittings Tracking and Traceability Increased Design Factor for PE (0.32 to 0.40) PA-11: revise current limitations (up to 250 psi and 6”)

PA-12: incorporate with limitations (up to 250 psi and 6”) Code revisions for risers based on best practices – both mains and services Additional revisions to code for installation of plastic pipe based on current best practices (i.e. use of proper backfill, trenchless installation best practices, etc.)

56 Static Electricity And here is an area of concern I think people don’t pay enough attention to. It is a real problem and if you don’t have the proper grounding equipment and training to use them, the consequences can be horrible. PHMSA TQ

57 Odorant Softens Poly and keep in mind that odorant in it’s pure liquid state can and will soften PE pipe. PHMSA TQ
