6. FDR’s Oil Embargo 1941, Roosevelt began sending aid to China. (Lend- Lease Act) After the invasion of Manchuria, Japan controlled most of the Chinese Coast. oil embargo Roosevelt placed an oil embargo on Japan and made clear the embargo would only be lifted if Japan withdrew from China. * Remember, China is a member of the Allied powers!

7. Japan’s Response to the Oil Embargo The war against China was now in jeopardy because Japan lacked oil and other resources. Japanese military planned to attack the resource-rich colonies in Southeast Asia. Planned to seize the Philippines and attack the American fleet at Pearl Harbor.

9. Dec 7 th,1941 Radar “sees” Hundreds of Planes! The men reported their findings to the temporary information center at Fort Shafter.[3] The information center staff had gone to breakfast and Lt. Kermit Tyler[5] received the report.[3] Tyler reasoned that the activity was a flight of Army B-17 Flying Fortress bombers scheduled to arrive that morning and advised the radar crew not to worry On December 7, 1941, the Opana Radar Site was manned by Private Joseph L. Lockard and Private George Elliot, who detected approaching aircraft at 7:02 am (past the end of the site's scheduled operating day). Since the truck to take them to breakfast was late the pair continued to practice with the radar equipment.
