2 Intent of Legislation  HB 149 Passed in 2009-2010 Legislative Session  To provide a program for 11 th and 12 th grade students to attend postsecondary colleges and schools for high school credit.

3 Student Eligibility  Students entering the 11 th or 12 th grade who spent the prior school year in attendance at a public high school in Georgia  Students must meet the dual enrollment/MOWR requirements set by the eligible institution in addition to the GaDOE guidelines.  Students who fail a course(s) can continue as in the program as long as they are still on track to graduate.

4 Testing Requirement  Meet all state assessment requirements: EOCTs, End of Pathway Assessments, and GHSGT  Participate in the required testing or assessments at the same time and locations their local system administers the testing  Postsecondary Institutions should excuse MOWR participants to take the required tests and assessments.

5 Eligible Institutions  An eligible postsecondary institution is one fits the following criteria  A part of the University System of GA  A part of the Technical College System of GA  Some private independent nonprofit postsecondary institution eligible for tuition equalization grants  Some private proprietary postsecondary institution eligible for tuition equalization grants

6 Awarding Credit  Approved courses taken and passed at the post-secondary institutions shall count towards high school graduation and subject-area requirements.  Course conversion scale 1 to 2 semester hour credits =.5 high school unit credit 3 to 5 semester hour credits = 1 high school unit credit 1 to 3 quarter hour credits =.5 high school unit credit 4 to 8 quarter hour credits = 1 high school unit credit

7 School and System Responsibilities  By April 1 of each year, forms and counseling guidelines should be made available by the Department of Education to 10 th and 11 th grade students, and their parents or guardians before the students enroll in the program.  Advisement will be conducted by the school counselor ie. eligible institutions, high school graduation requirements, approved courses, etc.  Parent/guardian must sign a Participation Permission Form

8 Considerations  Although the state has set minimum requirements for SAT, GPA, and freshmen index requirements, eligible institutions will have their own admission requirements and potentially retention requirements.
