SEARCH AND RESCUE, EMERGENCY AID, DAMAGE ASSESSMENT JOINT DAMAGE ASSESSMENT JOINT DAMAGE ASSESSMENT….. FEMA AND OTHER FEDERAL AGENCIES ON SITE, IF POSSIBLE - OBJECTIVES: (1) TO VERIFY THE GOVERNOR’S LISTING OF PROBLEMS AND NEEDS (2) TO COLLECT MANAGEMENT DATA FOR RESPONSE EFFORT IF DECLARED GOVERNOR’S REQUEST GOVERNOR’S REQUEST….. MUST IMPLEMENT STATE EMERGENCY PLAN MUST HAVE DISASTER-CAUSED NEEDS BEYOND STATE AND LOCAL CAPABILITIES MUST COMMIT REASONABLE EXPENDITURE OF STATE AND LOCAL FUNDS MUST DESIGNATE STATE COORDINATING OFFICER (SC0) FEMA REGIONAL RECOMMENDATION FEMA REGIONAL RECOMMENDATION….. 7. DAMAGE ASSESSMENT What is it? Systematic process of determining the type of damage; extent of loss and impact; It is rapid; and Must be detailed and accurate Determines the who, what, where, when and how of an incident All information must be provided through the County EMA

8. PURPOSES Information Base to determine need for supplemental State and/or Federal assistance Identifies Resource Needs Fulfills mandatory Federal regulatory requirements for FEMA and SBA Provides Hazard Mitigation Information Keeps the Public Informed

9. LOCAL IA DAMAGE ASSESSMENT Must have 25 or more homes and/or businesses with more than 40% uninsured damage to request joint IA PDA Should be completed prior to State requesting joint IA PDA. Extenuating circumstances may impact local PDA capability - Please discuss immediately Should be accurate without inflation OH EMA Damage and Needs Assessment Forms are due no later than within 36 hours of the incident/event

10. LOCAL IA DAMAGE ASSESSMENT Damage assessment information sent to OH EMA needs to answer – How bad is it? The following answers the question: 1.Number of primary homes and businesses impacted by the event. 2.Written description of the severity and magnitude of the event, i.e., degrees of damage

11. INSURANCE Ask about insurance coverage. Try to identify: Type Dependent on cause of damage (i.e., homeowners vs. flood) Amount of Coverage Sources of Information Disaster Victim Local Floodplain Manager

12. IA DEGREE OF DAMAGE There are only 4 degrees (choices) to describe IA damage: Destroyed Unrepairable/unlivable Major Unlivable, extensive repairs Minor Livable with damage Affected Livable/Cosmetic damage
