Who is the IDC? It is made up of the following four designators:
1800 Oceanographers (Fleet Weather) 1810 Information Warfare (Cryptologists) 1820 Information Professionals 1830 Intelligence Officers This does not include Engineering Duty Officers (EDOs) (Exception: Space Cadre)

Yes and No… Are IDC Officers Acquisition Professionals? YES No
Do IDC officers have Engineering degrees and are they DAWIA qualified? YES Do IDC officers fill key critical Program Manager positions within “their” SYSCOM? No

Who is the IDC’s SYSCOM? So, who are SPAWAR’s Acquisition Professionals?

OPNAV N2N6 Information Dominance Corps Not so… It turns out that Engineering Duty Officers, most of whom have never served in an IDC billet or even operated IDC equipment, are the IDC’s Acquisition Professionals. Upside: EDs thoroughly understand Acquisition Downside: EDs don’t necessarily understand IDC SPAWAR EDOs None of the Most PMs are officers from the IDC community

Factors that get in the way
Lack of alignment between resource sponsor, supported community and acquisition advocates Lack of common cultural understanding Misunderstanding of key mission areas Lack of long-standing “bridging” relationships Tyranny of distance = Lack of trust

What can be done to improve this?
Industry can help bridge the gap through a greater understanding of each side. The situation isn’t likely to change any time soon, but industry can help bridge the gaps between the IDC and it’s SYSCOM (SPAWAR) by improving their understanding of the players on each side. That’s why we’re talking about this today
