1. MISSION PLANNER CIVIL MILITARY FORCES: RIMPAC 00

2. CINCBLUE MISSION When directed, CINCBLUE deploys personnel and equipment to Green to conduct Foreign Humanitarian Assistance or Disaster Relief (HA/DR) operations in support of civil authorities to alleviate suffering and damage from the forced explosion of ethnic Green personnel from Orange.

3. CINCBLUE INTENT When directed by the NCA, I intend to deploy personnel and material to assist the U.S. Chief of Mission. USCINCPAC will assist the civilian agencies in the distribution of emergency humanitarian assistance and restoration of basic life sustaining services and governmental institutions. As HA/DR operations shift from response to recovery, I intend to begin early transition of our support to other federal, international agencies, or host country governments. The desired endstate is a successful transition to responsible organizations and redeployment of US forces.

4. CCTF RIMPAC Mission When directed, CCTF RIMPAC, deploys to Green and conducts FHA operations; secures appropriate seaports, and key installations; provides for secure storage, transport, and distribution of food and relief supplies; and provides military assistance to USG agencies, HN agencies, UN organizations, NGOs, and IO’s to alleviate the suffering of ethnic Greens Refugees. On order, redeploy as directed by CINCBLUE.

5. CCTF-RIMPAC Intent Purpose: To support IO/NGO and Host Nations authorities in the relief of the suffering of ethnic Green Refugees as they cross from Orange into the territory of Green. Method: The CCTF, in a supporting role to IO/NGO/HN: a. Establishes a CMOC Afloat for initial coordination between IO/NGO/HN/US and open Line of Communication. Transition the CMOC Ashore. b. Facilitates a rapid combined IO/NGO/HN/US Assessment. c. Establishes a Secure Refugee camp. d. Provides required support to the Refugee Camp. e. Establishes conditions for transition from military support to autonomous UN/HN humanitarian operations. Endstate: All CCTF humanitarian assistance functions have been transferred to UN/HN agencies and the CCTF has safely re-deployed.

INTELLIGENCE SUPPORT C3F/ VP-69: provide Intel support to Phase 2H.  Imagery - Site Assessment (VP-69 personnel):  Provide current Imagery for potential refugee site selection  Provide Current Intel/ Imagery Assessment for final site selection  Provide follow-on Imagery as necessary to track refugee & potential hostilities  HUMINT and Intelligence augmentation team (C3F personnel):  Training program for collection management/RFI management implemented.  Provide current situation analysis in an unclassified format for release to UN/NGO’s  Refugee site Intel functions transferred to UN/NGO based intel by 15 Jun.  Intel re-employment will be in phases as exit criteria refugee camp is met [Transition to War-at-sea phase.]

11. CMOC ASHORE SUPPORT 3-MEF provide civil-military operations support to PHASE 2H.  CMOC training program will continue until complete.  CMOC AFLOAT will transition comms to CMOC Ashore on or about 09/10 June  CMOC ASHORE will conduct transition plans for turning over operations to a UN/NGO control 14/15 Jun  CMOC responsibilities will be transition to civil authority once the camp is stabilized and deemed safe [for training purposes]  Target date for re-deployment of CMOC Support team is 15 Jun
