2 Pioneering Science and Technology Office of Science U.S. Department Of Energy Nuclear Engineering Division 2 Background In January, 1993, the NRC reported that 51 countries possessed a total of ~17,500 kg of U.S. produced HEU materials. The current Acceptance Program (DOE-EM) covered HEU material contained in targets and Spent Nuclear Fuel (SNF) (~5,500 kg) As of Oct. 2003 only 1,100 kg of the eligible 5,500 kg have been returned Based on a country by country estimates only half of the 5,500 kg will be returned to the US The current Acceptance Program is voluntary.

3 Pioneering Science and Technology Office of Science U.S. Department Of Energy Nuclear Engineering Division 3 Background For example the German’s and French have 1,450 kg of HEU that are eligible under the current program however 9,470 kg are not covered 12 countries are not expected to fully participate Austria Iran Japan Pakistan Belgium Israel Mexico South Africa France Jamaica Netherlands United Kingdom Hence there is no program to return the remaining 12,300 kg of HEU not covered under the current Acceptance Program and the remaining 2,600 kg which are covered but the foreign countries are not participating in the voluntary program

4 Pioneering Science and Technology Office of Science U.S. Department Of Energy Nuclear Engineering Division 4 Background for SNF The current disposition path for HEU research reactor fuel is disposal in Yucca Mountain. The National Spent Nuclear Fuel Program (NSNFP) is being transferred from EM to RW in FY05. (The NSNFP has the responsibility of disposal of DOE RR SNF in the geologic repository.) This was agreed to in FY03. The IG report is only reporting to what was already agreed to by EM & RW. It makes sense to give the shipment mission to the NNSA. RW will take responsibility of the fuel when it is returned to SRL. RW will then dispose of the SNF in Yucca Mountain.
