The following are prerequisites of democracy: 1.The people must have the ability and power to remove and replace their leaders. This means: Elections must be held at frequent and guaranteed intervals. There is a choice among different parties and candidates.

Elections are free from fraud, bribery, and intimidation. Use of secret ballot. There is universal suffrage. The greater the franchise, the greater the degree of democracy. Democratic procedures exist for changes in leadership. There is freedom of association. Those who want to form a new party must be allowed to organize one.

2. Formal equality before the law. 3. To ensure equality, judges must be free from political or other control. 4. Civil liberties such as freedom of speech, freedom of the media, protection for minority groups, and freedom from arbitrary arrest and prosecution must be guaranteed.

All rule, and government of the people is likely to be for the people. Protects individual liberties. A moral, just society results. xTyranny of the majority. xInefficiency (?). xElite groups (lobbies). xApathy/Ignorance. xBureaucracy (civil servants have power). The Pros: The Cons:

First, it must be said that to be a democracy the legislature must be accountable to the electorate. 1. Parliamentary or Constitutional Monarchy. -King or Queen is head of state(figurehead). -Constitution gives effective political power to an elected parliament.

2. Republic Same as above, but without a monarch. 3. Presidential Democracy Voters directly elect the leader of the country 4. Unitary System law making power concentrated in one central government. could be other levels, but the central government could veto them. 5. Federal System power is divided between federal and regional governments.
