Certification Veterans Certifying Official certifies benefits with the VA using VA Once Certifies the number of credits, tuition, and mandatory fees for each term May have multiple terms with a single semester (partial semester courses)
7
Adjusts/Amends values based on any changes to enrollment - No census date (enrollment never freezes) - Report amount of tuition and fees as if they had registered for that number of credits from the beginning - VA calculates any changes to payments (amount to student and/or to the school) - VA may create a debt against the student and/or school
8
Other Funding Sources Vocational Rehabilitation (Chapter 31) - Not a VA Education Benefit - Vocational retraining program through the VA for individuals disabled due to military service - Certification is same as VA Education Benefits - Pays Tuition and Fees to school - Monthly housing allowance paid to student - Book funds paid to book store or reimbursed to student
9
Title IV funds - Possible professional judgement situation for new veterans HESC funds - Veterans Tuition Award - TAP Grant - APTS SUNY Tuition Credit (SUNY Schools only) - Determined by amount of the TAP Grant Military Tuition Assistance - Tuition paid through the students military unit - May be Federal or State Funded
10
Using VA Benefits and Other Funding Sources No duplication of tuition only awards - Can’t receive 100% Post 9-11 GI Bill and another tuition specific award (TAP, HESC VTA, APTS, and SUNY Tuition Credit) - Tuition specific awards are removed from the amount of tuition certified for the Post 9-11 GI Bill - HESC has a waiver (do not remove HESC Awards from amount certified). HESC pays second (SUNY Tuition Credit is not part of the waiver)
11
May receive multiple tuition only awards, not exceeding the total amount of tuition - less than 100% Post 9-11 can be used with another award Federal Tuition Assistance through a student’s military unit may not be used in conjunction with VA Educations Benefits
12
Tuition Assistance through the military and HESC awards, follow fund rules for application/disbursement Vocational Rehabilitation (Chapter 31) may not be used with any other tuition only award
