8 8 © UPU 2010 – All rights reserved 8 A- Convention Article 14 Electronic mail, EMS, integrated logistics and new services 1 Member countries or designated operators may agree with each other to participate in the following services, which are described in the Regulations: 1.1 electronic mail, which is a postal service involving the electronic transmission of messages; designated operators may enhance electronic mail by offering registered electronic mail, which supplements electronic mail by providing proof of sending, proof of delivery and a secure communication channel between authenticated users;

9 9 © UPU 2010 – All rights reserved 9 A- Convention 1.2 EMS, which is a postal express service for documents and merchandise, and shall whenever possible be the quickest postal service by physical means. This service may be provided on the basis of the EMS Standard Multilateral Agreement or by bilateral agreement; 1.3 integrated logistics, which is a service that responds fully to customers’ logistical requirements and includes the phases before and after the physical transmission of goods and documents; 1.4 the electronic postal certification mark, which provides evidentiary proof of an electronic event, in a given form, at a given time, and involving one or more parties.

10 10 © UPU 2010 – All rights reserved 10 A- Convention 2 Member countries or designated operators may by mutual consent create a new service not expressly provided for in the Acts of the Union. Charges for a new service shall be laid down by each designated operator concerned, having regard to the expenses of operating the service.

11 11 © UPU 2010 – All rights reserved 11 B- Regulation RL 253 – Hybrid Mail Hybrid mail is an electronic-based postal service whereby the sender posts the original message in either a physical or an electronic form, which is then electronically processed and converted into a letter-post item for physical delivery to the addressee. Where national legislation so permits, and when the sender or the addressee so requests, the designated operator effecting delivery may convert the original transmission received to non-physical means (such as fax, e-mail, or SMS) or to multiple means.

12 12 © UPU 2010 – All rights reserved 12 B - Regulation RL 253 – Hybrid Mail (cont) Where physical delivery to the addressee is used, the information is generally transmitted by electronic means for the longest possible part of the process and physically reproduced at a premises as close to the recipient’s address as possible. 2 The tariffs applicable to hybrid mail are fixed by member countries or designated operators, taking costs and market requirements into account.

13 13 © UPU 2010 – All rights reserved 13 B- Regulation RL 256 – Electronic Postal Certification Mark It is the digital equivalence of physical postmark indicia that appears on every stamped letter today. It allows a person or an organization to apply a trusted time-and-date seal to an electronic document or transaction, sufficient to prevent a party from successfully denying the origin, submission or delivery of the electronic message and the integrity of its content. (Based on S43 standards)
