Proposal for Creation of New Engineering Committee for Terrestrial Mobile Multimedia Multicast July 13, 2005

What is Terrestrial Mobile Multimedia Multicast?  Terrestrial Mobile Multimedia Multicast (TM3) encompasses aspects of terrestrial broadcast and mobile wireless services – Purpose-built for delivering multimedia content simultaneously to very large numbers (millions to tens of millions) of mobile subscriber devices Streaming audio and video, real-time data feeds, non-real time multimedia – Provides for multiple channels streaming content in one RF channel – Forward-link-only network for multimedia content delivery – Designed for low power consumption in the receiver – Designed for fast switching between channels for user experience – Interactivity can be provided by an independent cellular network

How does Terrestrial Mobile Multimedia Multicast Differ from 3G?  TM3 services and technologies are synergistic with, but distinct from 3G cellular communications air interfaces, protocols, and infrastructure technologies – 3G cellular streaming services are built as wireless data applications – TM3 technologies leverage dedicated radio networks and protocols Radio link for content delivery is forward-only Spectrum availability and licensing could allow for transmit power up to the 10’s kW range Transmit network topologies and antenna designs vary accordingly Protocol stacks can be optimized to forward link characteristics

USA Wireless Data & Mobile Video Market Projections ~$40B USA market projected – Demand to scale from 5%-15% of US wireless data revenues by 2009 1 USA traditional video market drives projections of scope of mobile video opportunity – $87B in 2004 US video spending – Subscription model proven Cable Television Satellite Television DVR (e.g., TiVO) Satellite Radio Home Video (DVD) Other Video Ready includes: Adult, Games, Sports, Leisure Info, Travel & Transportation, Financial, and Other Entertainment Other includes: Ringtones, Ringbacktones, Graphics, Voice greetings, Directory Services, Other Info, and peer-to-peer messaging Source: Strategy Analytics, Other unpublished sources 200120022003200420052006200720082009 Revenue ($ billions) 6% 5% 6% 8% 11% 13% 15% 19% 21% 22% 25% 28% 29% 30% - 5.0 10.0 15.0 20.0 25.0 30.0 35.0 40.0 Music & Media Other Video-Ready Other 1 Source: Strategy Analytics

Proposed Scope for New Engineering Committee  The Engineering Committee is responsible for the development and maintenance of terrestrial mobile multimedia multicast interface, component, sub- system, system, network and protocol standards  These standards are intended to be employed by users and suppliers to promote compatible and interoperable systems to support multicast audio, video, and data requirements for a wide range of commercial and public services

Proposed Scope for New Engineering Committee (cont’d)  The Engineering Committee works with other national and international standards development organizations in promoting standards harmonization  Work items are encouraged that are not duplicative of wireless data services architecture, interface and protocol development, such as done in 3GPP, 3GPP2 and OMA, among others  While scope of Engineering Committee includes protocol and architectural aspects, it is expected to primarily focus on standards for: – Radio interfaces – Testing methodologies – Performance and reliability standards – Equipment design guides

Conclusion  Terrestrial mobile multimedia multicast technologies are currently being developed and deployed by different parties around the world  In the USA alone mobile video is expected to be an important segment within the projected ~$40B per year wireless data market by 2009  A number of companies have demonstrated support for standardization of terrestrial mobile multimedia multicast technologies within the TIA  Standardization of terrestrial mobile multimedia multicast technologies indicates formation of a new Engineering Committee
