6 CDF performance comparison of hybrid mode and DL-TDOA For Hybrid mode, in 100m error CDF value is 90%; in 300m error, CDF is 95.4%, so hybrid mode can be satisfied with E911 Requirement

7 Effect of TOA Sample Error 1.TOA sample Error is one of the important factors that affects performance of CDF. 2.Synchronization error can directly lead to TOA sample error. 3.The number of candidate BSs is also one of the factors that affects performance of CDF.

8 Conclusion Evaluation results show basic mode with some combination such as TDOA+TOA can be satisfied with E911 requirement, so we needn’t enhance mode at all. It is suggested that enhance location support item is deleted in ToC draft. Base on evaluation results, hybrid mode of TDOA+TOA can be satisfied with E911, so TDOA+TOA method should be made as enhance method. So it is suggested that proposed text in C80216m-09_1736 should be accepted by LBS DG and be written in D1
