Executive Summary Upstream Oil & Gas industry is facing its’ biggest challenge in a generation. The current oil price is placing significant pressures on the viability of E&P activities. In addition, the fast emerging US shale industry is changing the global energy balance and emerging and evolving energy nations – East Africa and South America are fiercely competing to build sustainable economic value from hydrocarbon production. Within this context the role for education and skills development is increasingly in the spotlight and despite pressure on budget and staff cutbacks, the desire to educate and train competent workers is critical to the industry’s success and remains paramount. Impact of Low Price Oil on Training
The need for ongoing investments in education and training remains as the industry realises it must take a long term view. Strong leadership from across the industry is essential to ensure that skills and workforce development are recognised as core business issues and is not an area that can be scaled back. The days of ‘throwing’ money at training are over and oil companies and service providers are becoming far more strategic. OEM

The trends within the industry have moved towards understanding individual and collective competency, mapping and managing the the progress of individuals, targeting education and training interventions to address specific areas and engaging with the right partners to achieve this. As the industry becomes more strategic in its’ approach it is driving training service providers to become more strategic in how it delivers its’ products and services. Key to this is being able to provide a flexible, adaptable, bespoke service, with measurable results to yield far greater success. As training service providers, we cannot now expect to deliver generic ‘off the shelf’ classroom training courses with no follow up or success measures. OEM

Training and Development Perspectives and Insights
Training providers will need to be innovative in the the way they design and deliver programmes, ensuring that their offer enables personal development alongside technical skills. Having the right technical skills is no longer enough to prevent serious disasters. Human factors and non-technical skills, in form of behavior, leadership and coaching must be part of a broader approach towards the development of technical and vocational workers. Technology is playing an increasingly vital role in the delivery of bespoke, employee-centred training experiences. This takes the form of online training software that can deliver courses in a variety of formats, including knowledge banks and ‘just in time’ training sound-bites. Simulators are being used as a mechanism to promote teamwork rather than just technical training. OEM
