Continuous Professional Development for Adaptation Bill Dougherty Stockholm Environment Institute – Boston Center Manila April 2004 An overview of the APF strategy for professional development
2
Background APF Phase I (2001-2004) – Robust framework to apply in adaptation assessment – Strategy for strengthening capacity to effectively use the framework APF Phase II (2004-2006) - Focussed on providing support/new resources for implementation of APF - Near-term need for strategy to foster continuous professional development, learning networks, etc.
3
Approach APF Phase II will focus on supporting Continuous Professional Development (CPD) for adaptation policy development and implementation.
4
CPD vs. Training Client Customized material for distinct professional groups Locally-owned outcomes Longer duration/time horizon Stronger feedback/ evaluation mechanisms Trainee Delivery of more uniform package Globally similar outputs Shorter duration/time horizon Weaker feedback/ evaluation mechanisms
5
Premises of CPD Strategy Comprehensive offerings Customization of CPD packages Responsive feedback mechanism Non-static, evolving components Emphasis on sharing learning resources (not uni-directional training) Locally-owned outcomes
6
Thematic focus Water Food security Health Livelihood risk
7
Objectives of CPD Strategy Build awareness of adaptation and the APF Develop local adaptation leadership Enhance technical adaptation know-how Establish framework for sustained technical support Link adaptation to key development efforts, broad sustainability goals and MEAs Increase local relevance of analyses Contribute to SNCs
8
Core elements CPD needs assessment CPD tools and materials CPD workshops On-going support to professional core Virtual resource center for adaptation
9
Initial Audience Climate change professionals Development policy makers Sectoral/Environmental managers Change agents
10
Stages of Implementation Stage 1 – Near-term CPD activities Stage 2 – Mid-term CPD activities Stage 3 – Longer-term CPD activities
11
Stage I - Overview Objectives Types of activities – delivery of CPD packages Types of material – modular workshop material Coordination and Implementation – 5-day regional CPD workshops Geographic focus – available to all non-Annex 1, organized around regional challenges/ characteristics Beneficiaries – climate focal points, NGO reps, policy makers Time period – first 12 months Expected outcome
12
Stage 2 - Overview Objectives Types of activities Types of material Coordination and Implementation Geographic focus Beneficiaries Time period Expected outcome
13
Stage 3 - Overview Objectives Types of activities Types of material Coordination and Implementation Geographic focus Beneficiaries Time period Expected outcome
