2  PPD- all forms of interaction between the state and private sector relating to the design of public policy – improving the business climate, short term macro economic policy, medium –and long term development strategy, sector regulation etc.  Co-ordination mechanism consisting of an exchange system based on the possibility of mutual gains, as opposed to means of co-ordination based on a threat system or an integrative system. Public Private Dialogue

3  Began in 2001 as Joint ranking mongolian TOP -100 companies  Establishing Public Private sector Consultative Committee in 2006  Province sub-committees in all 21 aimaks and capital city Ulaanbaatar  Business councils at District Governor offices  44 councils specialized in sector specific PPD  Delagation of private sector in all Minister’s Councils PPD in Mongolia

4  1 principle: Trust the market and market self rugulation  2 principle: Create conditions and empower “quasi-regulation” from business organizations  3 principle: Government regulation, unless the first and second principles proven not to work or inefficient failures, but after making sure that will not create burdens and obstacles and will not be government failure. MNCCI’s principles for regulation

5  Salt – strong critics  Red tape perception index  Corruption index  Business confidence index “Salt and Sugar” approach to business advocacy

6 Sugar – awards, compliment * To contribute and develop Public Private Dialogue /PPD/ * To accelerate the law adopting and making process relating economic and business environment  To include civilian and business people’s proposals and ideas in related laws  To improve policy and decisions supporting private sector and business Economic freedom award

7  State policy on PPP was adopted by Parliament of Mongolia in 2009  Concession law was adopted in 2010  Private sector development strategy was adopted in 2011  2010 announced by Government “as a year of Business environment reform”  Green economy and green business context was reflected in government policy  Sustainable development as a one of the main functions of Prime Minister  “Cleaning up unnecessary laws and regulation” program Results and lessons

8  Mongolia’s ranking by World Bank’s Doing business index and Transparency International’s Corruption index were strongly improved last 2 years  There are included in more than 40 governmental and ministerial, international and national committees and councils private sector or professional organization’s representatives  Private sector voice was reflected in more than 200 laws and regulations  Developing a law draft on Transfer some state functions into private sector Results and lessons /continued/

9  Sustainable, efficient and transparent mechanism on PPD must be established  Develop information exchange system between government and private sector  Inadequate understanding and perception of PPD at government and private sector should be changed  Improving capacity building of private sector must be included in government policy and actions  ISO 26000 which is contributing to the sustainable development should be implemented to both, public and private sector  Benefits of PPD should be informed to the public and media Results and lessons /continued/
