Research and Innovation Research and Innovation Research and Innovation Research and Innovation Horizon 2020 Funding instruments for Water Research and Innovation FINNOWATER Action Group Kick- Off meeting, Brussels, 17/09/13 Panagiotis Balabanis DG RTD

Policy Research and Innovation Research and Innovation What is Horizon 2020 Commission proposal for a 80 billion euro research and innovation funding programme (2014-2020) A core part of Europe 2020, Innovation Union & European Research Area: - Responding to the economic crisis to invest in future jobs and growth - Addressing people’s concerns about their livelihoods, safety and environment - Strengthening the EU’s global position in research, innovation and technology

Policy Research and Innovation Research and Innovation 13th European Forum on Eco-innovation WATER in HORIZON SOCIETAL CHALLENGES Health, demographic change and wellbeing Food security, sustainable agriculture, marine and maritime research and the bioeconomy Secure, clean and efficient energy Smart, green and integrated transport Climate action, Resource Efficiency and Raw Materials Inclusive, innovative and secure societies INDUSTRIAL LEADERSHIP Leadership in enabling and industrial technologies (ICT, nano, materials, bio, manufacturing, space) Access to risk finance Innovation in SMEs EXCELLENT SCIENCE European Research Council Future and Emerging Technologies Marie Sklodowska Curie actions on skills, training and career development Research infrastructures European Institute for Innovation and Technology Joint Research Centre European Research Area International cooperation Simplified access Dissemination & knowledge transfer Supporting EU policiy priorities while enhacing synergies and cross-cutting competences

Policy Research and Innovation Research and Innovation Horizon 2020 support to the market uptake of innovation Stronger support to activities closer to end-users and markets More partnering for greater impact (PPPs, P2Ps, EIT- KIC) Strengthened bottom-up activities (SME instrument, Fast Track to Innovation) More support to demand-driven innovation (public procurement for innovation, debt and equity facilities)

Policy Research and Innovation Research and Innovation Horizon 2020 and partnering Public private partnerships: Trough Joint Technology Initiatives or other formal structures (Art. 187) Trough contractual agreements, which provide inputs for work programmes Only when criteria met, e.g. clear commitments from private partners Public public partnerships: Trough « ERA-Nets » for topping up individual calls/actions (replacing current ERA-Net, ERA-Net Plus, Inco-Net, Inno-net) Trough participation in joint programmes between Member States (Art. 185) Supporting agendas of Joint Programming Initiatives when in line with Horizon 2020 Only when criteria met, e.g. financial commitments of participating countries European Innovation Partnerships: Not funding instruments, but for coordination with broader policies and programmes

Policy Research and Innovation Research and Innovation 13th European Forum on Eco-innovation WATER, PARTNERING and ADVISE Major WATER initiatives in Europe Research Partnerships - Public-Public JPI -Joint Programming Initiative 'Water Challenges for a Changing World' Industrial Technology Platforms WssTP -Water Supply and Sanitation Technology Platform SusChem-Sustainable Chemistry Public -Private Partnerships Proposed PPP- SPIRE Sustainable Process Industry Innovation oriented Public-Private Partnerships EIP - European Innovation Partnership EIP 'Water ' €500 million per year EU public investment in Water research in Europe

Policy Research and Innovation Research and Innovation Strong participation by SMEs Integrated approach - around 15% of the total budget for societal challenges and LEITs to go to SMEs. Simplification of particular benefit to SMEs (e.g. single entry point). A new SME instrument, building on the SBIR model, will be used across all societal challenges as well as for the LEITs A dedicated activity for research-intensive SMEs in 'Innovation in SMEs'. 'Access to risk finance' will have a strong SME focus (debt and equity facility)

Policy Research and Innovation Research and Innovation Horizon 2020 and COSME o Horizon 2020 and COSME are complementary programmes to generate growth and jobs o Different focus: – Horizon 2020 = innovation driven growth – COSME = support to create favourable business environment and competitiveness o Closely coordinated, for instance: – Integrated financial instruments (debt and equity), with facilities in both programmes serving complementary objectives – Enterprise Europe Network set up under COSME, but support to SMEs for EU funding

Policy Research and Innovation Research and Innovation Fast Track to Innovation Pilot  A Fast Track to Innovation pilot is to be launched in 2015, with the following features:  aimed at close-to-market actions with a maximum of 5 partners and a maximum of € 3M per project  open calls with three cut-off deadlines per year  fast time to grant  project will not require Programme Committee approval.  covering all fields across LEITs and Societal Challenges.  The pilot will include a sufficient number of projects to allow for an in depth evaluation that will be part of the mid-term evaluation of H2020. Future implementation of the Fast Track will be decided on the basis of the evaluation results. 9

Policy Research and Innovation Research and Innovation R&D and Innovation procurement in Horizon 2020 Pre-commercial Procurement (PCP) is an approach for procuring R&D services which enables public procurers to: share the risks and benefits of designing, prototyping and testing a limited volume of new products and services with the suppliers, without involving State aid; create the optimum conditions for wide commercialization and take-up of R&D results through standardization and/or publication pool the efforts of several procurers; First-commercial Procurement or Public Procurement of Innovative Solutions(PPI) refers to procurement where contracting authorities act as a launching customer (early adopter) to purchase/deploy innovative goods or services that are newly arriving on the market and which are not yet available on a large-scale commercial basis.

Policy Research and Innovation Research and Innovation Structural funds potential for synergies with H2020 ─ Both parts of EU 2020 Strategy ─ 1st objective of ERDF: Strengthening RTD&I, focus on capacity building ─ Possibility of joint implementation by a single beneficiary of projects from ERDF and H2020 ─ Smart specialisation

Policy Research and Innovation Research and Innovation Horizon 2020 Summary of funding instruments Support to collaborative R&I through traditional calls in WPs ERA-Nets (similar to ERA-Net+ scheme in FP7) Grants to contractual Public Private Partnerships (e.g.. Green Cars) Financial contributions to Art. 187 (Joint Technology Initiatives) Financial contributions to Art. 185 (Public-Public Partnerships, eg. BONUS) Financial contribution to Art.173 (EIT-KICs) Support to debt and equity financing with risk bearing financial instruments New SME instrument Grants to consortia of procurers (PCP and PPI) Programme co-funding Fast Track to Innovation
