19 Feedback on transposition 19 countries have notified transposition Reports received from ePSIplus network partners in 17 Countries Some comprehensive transpositions –addressing access to PSI (eg Netherlands), –watchdog/complaints upheld (Netherlands, Slovenia, UK) Partial and uneven transpositions under federal administrations (e.g. Austria) Transposition still in process (e.g. Belgium, Germany) Uncertain Ministerial responsibilities (e.g. Czech Republic)

20 The Devil is in the Detail Definition of information -. Databases (e.g. France) Appointments of responsible persons –especially in local government Slow progress in establishing PSI webpages (e.g. Ireland) –Little evidence of comprehensive registers Standard licences not available FOI impact on PSI implementation (Ireland)

21 The Devil again Complaints procedures hidden – Implicit refusal (if no response) e.g. France Public sector bodies require re-users to name or describe the product intended (e.g. Latvia) Public sector charging has been ‘encouraged’ by the Directive’s ‘reasonable ROI provision’ (e.g. Romania) Interpretations of privacy/’data of public interest’ (e.g. Hungary) Quality issues outstanding

22 Judging the success of ePSIplus Inputs/recommendations to 2008 review –What is the current impact of the Directive? –What barriers remain? –What needs to be done next? More legislation? A bigger community of public and private sector stakeholders engaged in the consensus-building process –Industry Action Group? Visibility of PSI based pan-European and cross- border products and services and business models Identify good practice Standards and infrastructure
