Understanding importance of climate change problem, necessity of international integration of efforts of states on weakening of negative consequences of that process, Kyrgyz Republic has joined the UN Framework Convention on Climate Change as well as has ratified the Kyoto Protocol in January, 2000. Law of Kyrgyz Republic on ratification of UNFCCC was signed on January 14 th, 2000. Kyoto protocol has been ratified by the Law of Kyrgyz Republic on January, 15 th, 2003. National body on CDM One of the main requirements defining conditions and procedures for participation in CDM projects is creation of National body on CDM. National committee on consequences of climate change with functions of national body on Clean Development Mechanism in accordance with requirements of Kyoto protocol of Kyrgyz Republic was created on July 18 th, 2005.

Main idea of project proposal is partial substitution of outdated equipment on a modern one in order to decrease fuel consumption of largest TES of Kyrgyz Republic – Bishkek TES with set up capacity up to date: Electric – 666 thousand kWt; Thermal – 1443,9 Gcal/h.

Bishkek TES Main equipment consists of 24 steam generating units of drum-type and 11 turbogenerator sets. including: БКЗ (laterolog)-160-100 – 13 units БКЗ(laterolog) -220-100– 11 units

Bishkek TES Operating life of traps of station # 1-3 of Bishkek TES has exceeded term of exploitation, reached overall depreciation, inefficient, reliable in exploitation. Reconstruction and introduction of new equipment and technologies is required.

Bishkek TES Idea of the project: Replacement of three low capacity traps БКЗ (laterolog) -160 to one with high capacity of 420 tones of steam per hour as a set with turbine generator and automated system of fuel firing management processes.

Bishkek TES New technology of clean coal combustion (i.e. “circulating boiling layer”) in suggested equipment suits coal of all types, any quality as well as its mixtures. It decreases deterioration due to less accumulation of slugs. In addition to that, the technology foresees fastening and capture of sulphur and nitrogen oxides.

Economy of fuel and decrease of CO2 emissions from reconstruction of Bishkek TES by introduction of trap aggregate of steam production of 420 tones per hour whilst production of thermal and electric energy on the same level would be equal to: Fuel, (thousand t/year) СО 2 emissions, (million tones/year) 102,60,200
