Rural Operating: Operating will be based on the current program as defined in the 5311 statute adding items currently listed as Administration into allowable Operating costs. All local share allocations will change from 50/50 t0 80/20. Capital: All Capital Costs will be based on the current definitions in the 5311 statute. All local share will be waived for alternative fuels, meeting or exceeding ADA compliance and clean air act compliance. All others will remain 80/20 or under current statute.

Urban Operating: Operating for all urban systems regardless of size will be based on the current definition in the existing 5311 statutes including cost categories added from Administration included in the rural program, including paratransit costs. All local share allocations will change from 50/50 t0 80/20. Capital: All Capital Costs will be based on the current definitions in the 5307 statutes. All local share will be waived for alternative fuels, meeting or exceeding ADA compliance and clean air act compliance. All others will remain 80/20.

Intercity Operating: Operating for bus services will be based on the current program as defined in the 5311 statutes adding items currently listed as Administration into allowable Operating costs. All local share allocations will change from 50/50 t0 80/20. Operating for rail service will be consistent with the current operational definitions used by AMTRAK Capital: All Capital Costs for bus services will be based on the current definitions in the 5311 statute. All local share will be waived for alternative fuels, meeting or exceeding ADA compliance and clean air act compliance. All others will remain 80/20. Capital Costs for rail service will be consistent with the definitions used by AMTRAK.
