EMBARQ - the WRI Centre for Sustainable Transport EMBARQ - the WRI Centre for Sustainable Transport - A signature initiative of the World Resources Institute (WRI) and the WRI Ross Center for Sustainable Cities, EMBARQ has grown into a network of five centers around the world, in Brazil, China, India, Mexico, Turkey, and an office in Washington, D.C., with over 180 experts in a wide variety of fields.WRI Ross Center for Sustainable Cities EMBARQ Network EMBARQ’s mission is to: “catalyse and implement environmentally and financially sustainable urban transportation solutions to improve quality of life in cities.” EMBARQ started operations in India in 2006
