IT Project Oversight & Budgeting Task Force – Section 944 of Budget Chaired by House Appropriations & Senate Ways & Means chairs Members from fiscal committees, caucuses, OFM and State CIO (10 total) Staffed by legislative committee staff TSB identified as consultants to the work Review options to: Increase enterprise IT wide solutions Improve project development & oversight processes Better integrate these processes with budget process Budgeting for IT and how to make it more efficient Report on findings and recommendations due 12/31/15 First meeting early November will focus on current practice & other states

Quality Assurance Policy Update Recognize QA is a key partner in project success Project had ‘good bones’, updating for success factors Update policy and creates 3 new standards: Minimum Qualifications for QA, Readiness Assessment Minimum Activities & Ongoing Assessment Activities Focus is on qualified and independent QA vs. internal/external QA CIO must be involved in QA selection process QA reports provided to Sponsor and State CIO, requires Steering Committee briefing on QA QA responsible for posting QA reports, agency responsible for posting response Tightens up timelines for publication & response to support timely risk mitigations Policy/standard will start CIO review later this week

5. Enterprise Architecture Efforts Underway Section 151 of Budget Retained Elyon Strategies for support Proviso focuses on 2 process areas Time capture, payroll and payment Eligibility and authorization DEL specifically called out but impacts Health & Human Services ‘ecosystem’ Plan for DEL investments due to Legislature by 12/1 Proviso funds OCIO to begin building internal capacity
