35 C ONCLUSION C ONCLUSION  First, national security is anchored on the promotion of the welfare and well-being of our people, which is best realized through people empowerment.  Second, national security is the concern not only of the military but of every citizen of the country.  Third, the country would be more stable and secure if all departments and agencies of Government observe unanimity and solidarity in the attainment of the national goals.

37 In the proposed Organization for National Security (ONS), there is a need to ensure the following features are in place: 1. A revitalized Council of State (CoS); 2. A reorganized NSC – Council Proper, 3. A redesigned NSC Executive Committee that can act as a “National Crisis Management Committee” (NCMC), in times of national crisis and emergencies, 4. a Sub-Committee on National Crisis Management to assist the NCMC ; 5. A formalized and strengthened Office of the National Security Adviser (ONSA), and 6. a National Security and Intelligence Board (NSIB) to upgrade the current National Intelligence Board (NIB).
