2 FUNCTIONS OF A DEVELOPMENT QUALITY PARTNER A development quality partner must, in respect of the occupation/s specified in the Service Level Agreement: coordinate the design, development and/or revision of specified occupational standards and qualifications and/or part qualifications according to the QCTO procedure; deliver to the QCTO the following documents: –occupational qualification document –curriculum document, including recommended criteria for the accreditation of skills development providers –external assessment specifications document –qualification development process report report to the QCTO on the performance of its functions in the SLA; and collaborate with QCTO on the evaluation of this process. 2QCTO

3 2012 October 29-31QCTO3 FUNCTIONS OF A DEVELOPMENT QUALITY PARTNER Recognise qualifications or part qualifications registered on the NQF which shall carry credit towards the achievement of one or more of the curriculum components. 2.3Nominate learner qualification development facilitator/s with equity consideration for training on qualification development facilitation.

4 CRITERIA FOR THE APPROVAL OF A DEVELOPMENT QUALITY PARTNER A party wanting to perform the functions of a development quality partner (DQP) must satisfy the following criteria: must be recommended by stakeholders in a QCTO facilitated scoping meeting; have access to communities of expert practitioners in the occupation/s; have the financial resources necessary to perform its functions as specified in this policy; and have the human resources necessary to perform the DQP functions as specified in this policy 4.2Upon approval the QCTO will sign a SLA (refer to Annexure A) with the development quality partner to perform the functions as specified in this policy for a period, not exceeding five years, which may be extended by the QCTO if it so determine. 2012 October 29-314QCTO

5 DEVELOPMENT MANAGEMENT FUNCTIONS ► Responsibilities include: –Convene working groups –Manage verification process –Fund development process Venues Registered facilitator ► This means –Compile a database of relevant expert practitioners (CEP) –Manage working group identification process –Provide admin support to working groups –Distribute outputs for comment at required stages –Collect comments and submit to facilitator 2012 October 29-315QCTO

6 Job vs. Occupation Both ISCO and the OFO distinguish between them: a “job” is a particular set of tasks and duties uniquely performed by an individual for a single employer (including self-employment), normally for profit or pay an “occupation” is a cluster or group of similar jobs whose main tasks and duties are characterised by a high degree of similarity of purpose and performance across a variety of relevant working sites. They are grouped together for the purposes of classification. 6QCTO

7 FUNCTIONS OF AN ASSESSMENT QUALITY PARTNER The assessment quality partner must, in respect of the occupation/s specified in the Service Level Agreement: develop, maintain and apply a national data-bank of instruments for external assessment; develop and publish exemplars of external assessments; coordinate and manage external assessment processes; develop and maintain a national database of registered assessors and moderators from which assessors/moderators for the external summative assessments will be selected; record learner achievements; develop criteria for the accreditation of assessment centres or the approval of assessment sites; recommend to the QCTO assessment centres for registration; make recommendations to the QCTO on the withdrawal of accreditation of an assessment centre; recommend to the QCTO the accreditation of skills development providers for the knowledge and/or practical skills component using criteria and guidelines provided by the QCTO; 2012 October 29-317QCTO

8 APPROVAL OF AN ASSESSMENT QUALITY PARTNER –The QCTO will consider an AQP application upon receipt of a completed AQP schedule 1 document as well as on meeting the criteria outlined in this policy. –An AQP applicant must submit for consideration by the QCTO a funding model aligned to the QCTO “Fee Structure Policy”. –The QCTO will evaluate the applicant against the criteria outlined below and determine whether it meets the required standards. –The decision whether or not to delegate the functions of an AQP to an applicant is exclusively the right of the QCTO. –For listed trades NAMB will be an AQP. 3 June 20118QCTO
