2 Project Background Affected to Public services delivery from the offices/institutions located in the hilly and remote areas due to posting and transfer of employees with posts to the urban and soft areas. No system to control excess expenditure under the Salary Head of Accounts in Government departments Lack of database of the employees of each department. Requirement to find out exact number of employees with its related outlays for salaries under Manipur FRBM Act 2005 and Rule No. 6 of FRBM rules 2006 No mechanism to route out fake appointments which had been detected off and on in some of the departments by state Vigilance Department

3 Objective Creation of database of sanctioned posts allocated to offices, number of DDOs, employees basic establishment details (name, DOB, First appointment, scales of pay, etc. ) Develop a system to facilitate data updating on promotion, transfer, new recruitment and retirement/expiry of employees, change in DDO, creation/abolition of Sanctioned Post. Provide details of the staffing pattern of different offices/institutions of all Departments to facilitate decisions on deployments and transfers of employees Facilitate accurate projection of liabilities on salary/ allowances / pension for budgetary exercise. Check and weed out spurious/bogus/fake appointments which was not the real objective at first, but became a mechanism for checking irrelevant/irregular government orders later on

4 Roles & Responsibility of Stakeholders
Chief Secretary initiated the project, developed its broad contour and constantly monitors progress of the project DP & AR holds meetings with line departments to submit data in time in correct formats Finance department comes in and resolves issues & problem which arise during data preparation Finance department verifies & scrutinizes the reports of CPIS comparing authenticated copies of relevant documents supplied by Line departments about posts creations for each office/ institution DP & AR FINANCE TREASURY NIC Treasury department accepts only certified CPIS reports for salary encashment LINE DEPT NIC Manipur developed software, conducts training/workshop for line department, design CPIS formats, process data, maintain data. Keeps on adding new features in s/w. Line departments supplies information in standard formats for CPIS and relevant documents for verification

7 Innovative methods used
Mandatory to update in CPIS for any change in Sanctioned Post and Employee details Stops disbursement of monthly salary who fail to complete CPIS formalities CPIS forms to be signed by identified Nodal Officer of the department only with seal. So not possible to manipulate or enter fake data EIN (Unique Employees Identification Number) is made compulsory for getting GPF withdrawal, issuing LPC, Opening Bank A/C, etc. Extension of temporary post to be matched with CPIS reports EIN generated for New Recruits/Left out Employees after two tier verification

Prevents drawl of salary by employees posted in excess of sanctioned posts in each Office Rationalized the staffing pattern and re-deployment of staff in offices/institutions located in Hilly and rural areas as per sanctioned posts Government Finding out upto-date information of an employee Weeding out fake employees Achieved good governance and increased efficiency & transperency Clear picture of vacant post for new recruits/ promotion Checks frequent transfer & posting of employees with posts

11 CMIS (CPIS next Version)
As CPIS is well accepted application throughout the state, State Govt wants to add some additional functionality like Payroll, Pension etc. with real time data updation, tracking & monitoring also. Government of Manipur wants to have common database for all employees working at PSU/local bodies etc also beside CPIS DB.   CMIS will be a centralized web based integrated system of Personnel Information & Payroll which is an enhanced version of CPIS. NIC and Finance dept., Manipur target to implement CMIS by April 2014.
