not improved significantly In the last decade, world’s electricity access has not improved significantly. Although, efforts are being made, there is not much hope in the short term for improvement.

...and it will continue to aggravate, because… oThe electrical utility companies have been privatized. oIt is unviable to extent the electrical grid to isolated and dispersed communities. o The rural market is not attractive for the traditional electrical utility companies.

Thanks to… Photovoltaic Solar Energy it is possible to bring electricity to the most inaccessible places, or where other energy solutions are not viable.

Energy is one of the prerequisites for development. Renewable energies such as photovoltaic energy systems are among the least-cost and most feasible solutions on the short and medium term. Furthermore, these technologies are environmentally friendly and indigenous; hence the dependence on (imported) energy carriers is decreased.

PROGRESS WELL BEING Electric energy provides PROGRESS and WELL BEING, while creating a social platform which will contribute to ECONOMIC DEVELOPMENT.

PV Potential By 2020 PV alone, can provide electricity to 1 billion people. 30 GWpIt is expected that by 2020 30 GWp of PV could be installed for rural electrification. 100 Wp stand alone system will cover the basic electricity needs of 3-4 persons.

PV Potential 250€ billion15 yearsAn investment of 250€ billion over a period of 15 years will be needed to achieve this objective. (800€ billion the cost for grid extension) 2 million jobsOver 2 million jobs will be created, in both, the developing and the developed world. 110 million tonesCumulative CO2 savings between 2000 – 2020 could reach 110 million tones. (equivalent to annual emissions of almost 45 million cars currently operating in Germany)

...However, these objectives will not be achieve if there is no commitment by all stakeholders involved in this process. This is why EPIA has proposed the creation of the ALLIANCE FOR RURAL ELECTRIFICATION ALLIANCE FOR RURAL ELECTRIFICATION...

Mission sustainable development The alliance stimulates sustainable development in non-electrified rural areas of developing countries by promoting accelerated access to electricity services from renewable energies.

Strategy/Outlook First step We need to initiate a dialogue with all relevant actors involved in rural development. In order to get this, we have to identify all possible stakeholders. (We have identify XXXXX entities) We have to find a common position towards rural development and the importance of rural electrification within this process. The Alliance wants to contribute in the coordination of all actors, or function as a space for dialogue where solutions and ideas could be discuss and exchange. We have to build a common position towards donor and beneficiary countries.

Millennium Development GoalsIt will contribute to the Millennium Development Goals by accelerating deployment of renewable energy technologies; all relevant actorsIt will include all relevant actors such as industry associations, developing organisations, NGOs, governments, donors institutions financing institutions; awarenessIt will create increased awareness among decision makers on the possibilities of sustainable energy services; qualityIt will increase the quality of electricity services, meeting the needs of the people;

Policy Recommendations appropriate programs and policiesThe Alliance will provide recommendations to donor countries/organisations and developing countries on the set-up of appropriate programs and policies; The Alliance will support the creation of enabling environments for the implementation of renewable energy technologies in developing countries; local infrastructureThe Alliance will support national policies creating appropriate local infrastructure, e.g. for (micro-) financing, deployment, servicing, quality control, training, capacity building, etc. private sectorThe Alliance will stimulate private sector participation both in the developed and developing world; qualityThe Alliance will stimulate policies safeguarding the quality of equipment/services;

Strategy/Outlook Exchange of information and dissemination dialogueThe Alliance will facilitate the dialogue between the involved stakeholders; informationThe Alliance will provide information to its members, e.g. concerning schemes related to quality control of systems and services, calls for tenders, concessions, country information, best practices, case studies, etc.; The Alliance will promote its mission to other stakeholders;

Strategy/Outlook Projects/initiatives The Alliance wishes to be a platform for joint initiatives of its members, supporting its mission; The Alliance will initiate projects, e.g. stimulating cross- border partnerships/joint ventures, matchmaking etc.

Strategy/Outlook Certification and technical control PV GAPGlobal CompactThe ARE after having established and guaranteed the collaboration with the World Bank and other donors, will ensure that the realisation of the projects and policies are correctly implemented and certification and guarantee issues are properly respected. Make sure that the money of the donors is used for the purpose assigned initially. A label of quality ARE can be created based on PV GAP and the Global Compact principles.
