What was COP 20 likely to deliver ? Elements of a draft Negotiating Text Information Requirements accompanying the Intended Nationally Determined Contributions Some closure to the pre 2020 ambition

What was the Outcome from Lima ? A draft negotiating text and elements as an annex to the final decision – 38 pages of divergent views Dismal resolution to pre 2020 ambition Non prescriptive directive on information requirements A decision on CBDR & RC – with an addition of ‘ in light of different national circumstances’ – which is identical to the language in the US-China Climate Agreement. Over all the decision from Lima though give some direction to the negotiations – the decisions were ‘disappointing’.

Linkages Three key issues which have a strong feed back loop Political Will and signal – Aka negotiating elbow room – creating a foundation for COP 21 Finance Package – Finance for development and Climate Finance CBDR & RC – A new world order The big issue within the climate space is how to ensure development while protecting the climate.

Linkages The importance for mainstreaming climate change and a strong & robust climate goal within the development paradigm is crucial Legitimacy to climate change being central to development imperatives – ‘climate proofing development’as well as development being the primary motivational driver prior to action on climate change INDCs and Implementation of SGDs - How the Climate Change goal and other goals like the goal on sustainable energy are going to be implemented at the national and regional level – and the way INDC are going to be designed keeping in mind the national circumstances
