Vehicle Registration needs to be streamlined urgently Line/Route Acceptance… UIC Leaflets/RIC were always fine, so what has gone wrong…

7 Operational Cross Acceptance Operation on TEN Routes w/o national Part B Safety Certificates EU wide system for electricity consumption payments EU wide solution for Radio Remote Control frequencies EU wide Traffic Control Centre for international trains English as mandatory communication language for TEN Routes Copy Aviation/Shipping models in order to match financing

8 Legal Cross Acceptance 1 EU Standard with regards to Vehicle Repossession Rights ‘Plug and play’ Vehicle Configuration shall be easily possible 1 EU Standard for Liability Insurance requirements No National Cross Acceptance (changing RU Driver License) New National Requirements may not be tolerated In case of Mandatory Mods initiated by 1 NSsA -> Cross Acceptance Implementation of GSM-R/ERTMS –Vehicles shall be leading as they shall operate across EU –Standards only to be further developed once fitted across EU –As we cannot continue to keep on modifying vehicles over again, again and again

9 Conclusions EPTTOLA are pleased with the work on Cross Acceptance Most work do so far is for new vehicles, we need an urgent solution for old vehicles too 99.99% Cross Acceptance = 0% Cross Acceptance in practice Single Set of proper European Rules urgently needed Freedom for MSs/NSAs/IMs shall be disabled by EU Legislation If not, we will never get a European Level Playing Field With all consequences thereof…
