1 Providing Equitable Services to Non-Public Schools Title I, II, and III

2 LEA/Non-Public School Timely and Meaningful Consultation  For Title I, II, and III consultation should be:  Timely – before decisions are made  Meaningful – input from both parties  And occur:  Consultation – during the design, development, and implementation of the program

3 Complaint Procedures  For Title I, II, and III:  Under each of the federal programs, non-public school officials who feel that timely and meaningful consultation did not occur, may contact the SEA and file a formal written complaint.  For Title II and III:  If the response is not satisfactory, the SEA may be contacted and a formal written complaint can be filed.

4 Equitable Share Determination  Title I funds can be generated through:  LEA  Poverty Enrollment  Formula-based on—a) LEA set asides and b) Poverty enrollment  Title II funds can be generated through:  LEA  Total Enrollment  Formula/Hold Harmless—LEA determines  Title III funds can be generated through:  LEA  State total LEP student enrollment reported on DOE-LM collection  Formula—State determines

5 Allowable Non-Public School Uses of Equitable Participation  For Title I, II and III:  Services must be secular, neutral, and non-ideological  Educator professional development  For Title I and III:  Instructional services to eligible students  For Title I:  Limited parent involvement

6 LEA Control of Equitable Share  For Title I, II and III:  No monies can flow to or through the non-public school  LEA determines the process for either teacher reimbursements or payment to third parties  For Title II and III:  LEA may determine non-public timeline for using equitable participation in PD activities before the end of grant period  For Title I:  Unused non-public participation funds are carried over to the next school year.

7 Required Documentation  Application Documentation  Title I, II, and III  Signed consultation forms  Monitoring Documentation  Title I, II and III  Evidence to ensure equitable services  Evidence of LEA management and oversights, including on-going consultation and annual evaluation  Evidence of expenditures  Title I  Enrollment/poverty data  Evidence of ranking and serving students

8 Grant Timelines  Title I:  15 month grant period, allowing for carryover to next school year  (i.e. Activities encumbered in this period of time: July 1, 2014— September 30, 2015)  Title II:  27 month grant period  (i.e. Activities encumbered in this period of time: July 1, 2014— September 30, 2016)  Title III:  15 month grant period, allowing for carryover to next school year  (i.e. Activities encumbered in this period of time: July 1, 2014— September 30, 2015)
