Problems with stressing only benefits general knowledge of policy makers and consumers education is still slower than ICT development new needs of information and knowledge age cost of development and implementation of high-techs longer term lowering of market value of new technologies decreasing speed of technological evolution access to ICT driven by state aid and interventions or supporting new technology (taxes, supporting programs against cell phones and mobile internet)
